Royal artillary & royal enginer button???

I was wondering if anyone had any info on this large button I dug awhile back. I found info on royal artillary buttons and royal enginer buttons but never anything with them together. Maybe I got the initials meaning totally wrong. Any help would be appreciated. Thank you! (:
