1850's Union Army Bullseye Bridle Rosette?

Went out way north of Denver with a buddy today, where Union soldiers camped during and after the Civil War Dug a few Henry and Spencer shell casings. Found this after a few hours into the hunt. Looks like it is fire damaged, with most of the lead-lined back burned off. Still has the two hooks. Was told it could be a Bullseye Rosette, he does know his history. Yeah, or nay?
