That's crazy looking. Looks like if you were tied up or something and could finagle the buckle under the ropes, you could cut yourself free.

More likely used as a sweat scraper typically for scraping amd pulling excessive winter hair from a horse come springtime.

A buckle doing double time as a grooming tool.
