Need pics of the whole thing. From what you show it doesn't look like a knife frame, there is no center pin for the backspring which pocket knives will have. I also doubt your NOW explanation, it is more likely just somebody's initials.

Initials makes sense.....now I need to search the city directories from the early 20th century!!
