I think your correct on that from what I see online under Piñon Jay. I was thinking is was more of a Thrasher type family of bird, based on how it looked & acted. They sure were active little birds. Bird watching is fun!

Not sure Packer??? They could be this western Blue Bird. They had the dark around their eyes and I didn't see any grayish ones as I'm thinking that's a female in your picture. I tried to get a shot of them in better light, but they were always moving. I was lucky to get this one as he was taking a break.
