Looks like they're using it for landfill. Bad choice if they are. Overall, it's not filling that much space, and when the wood floor rots out, there will be a sinkhole there.

Cheaper than taking it to a landfill and paying by the pound to get rid of it though. There just aren't many uses for junk fiberglas.

Chances are, the trailer in front of the building is the boat trailer, reworked for hauling stuff.

Best use I've seen for an old boat was sandbox in a pre-school.
The transom was cut off for kids access.
