Sandy Hook is off limits for metal detecting, I believe is a federal park.

I know that it's a bit pointless to respond to a 3 year old thread, but I feel I should also say for the benefit of any future people that Sandy Hook was also an artillery proving ground, making it highly likely that there are still buried land mines, bombs, and other artillery. So, if some of you are willing to forgo federal regulations, you may be putting yourself at risk of more than just a fine.

I do not believe there is any unexploded ordinance left on the public beaches at Sandy Hook.
