I don't think there is a correct answer for all situations. Gerenally, if the Library, School, or College is still active (as in not permanently closed), then you would need permission, and probably even if it is closed, you'll still need permission.

If you were to detect a university, I would do it in the summer when most students were gone. I would also do it weekends and check with the campus police. Speaking from experience as I worked at Syr. Univ. as a Public Safety Officer for 37 years. Good luck.
