It could be, but it's hard to tell.

It looks like a radial fracture tool attempt that didn't come out right. (I.e., Lay it on an anvil stone and hit it dead center with a hammer stone to fracture it into fragments. Most of which should have natural burin edges. Only this one, being coarse textured quartzite [?] didn't co-operate).
