What type of arrowhead?

This was found on the Ohio River - what type of arrowhead is this and from what period-never found one like this before.

You need to put your camera on the macro setting(the one that looks like a flower)and try to get a better and clearer picture. It looks to be a point that has been reworked but I can't tell what type it was to start with.
