I would say Hopewell. A platform style effigy pipe and a very nice piece at that. Welcome to T-Net.

Any history on it? Stylistically it is odd. Size, design, method of carving all seem strange.

That is odd. I've never seen one quite like it. While I'm no expert on pipes, my gut feeling is that it is not Native American.

Going to need more info on it as to where you got it and what state it was found in. I know it looks like a bird but the flat end looks more like a beaver tail to me. Interesting to say the least.

Thanks for the welcome. I purchased the pipe from a friend. I'm from upstate New York. The form looks like some kind of sea bird, so I'm guessing it might be a coastal piece... But that's only a guess. Other than that, I'm not sure on the history, but I'll check with my friend and get back with what I find.

I'm not really sure what kind of stone it is, it's rather hard, fairly heavy, and this may sound strange but it has a metalic 'ring' to it if you tap it with your thumb nail... The stone is fairly hard, much harder than soapstone... and is uniform in color.

I did some looking around and the species of bird that it resembles looks to me like a Boat Billed Heron, which lives from Mexico down to Peru, or a Northern Shoveler, which has a much larger geographical living area, one of which is the North Eastern United States which is where I'm from, and where I believe this piece came from. I know the Central New York area is rich with Native American history and this may be a local piece... I'm still trying to track down where my friend picked the pipe up... The attached photo is that of a Northern Shoveler...

I researched Hopwell as you suggested, and found a similar pipe which seems to be the same material, and strangely has a similar texture and style to the carving... I've examined my pipe under a loop and it doesn't seem to have any markings that would indicate it was machined by modern means... The carving looks to be all hand done...

Many examples close to yours on the net of birds. Of course they all are perfect. Somebody knowledgeable will need to handle it. Hard to judge from a picture. I have not seen reproductions so I do not know about them. Maybe a local college with some people who are familiar with your area may be your best bet.Be interesting to hear what they say.

Maybe some close up pics of all the holes would help?

Sorry, but that pipe is a reproduction. It might be 50 years old or so, but it's not consistent with ancient manufacture or styling.
