Not on private property with permission from the landowner or before 2005.
You can dig a spot with a backhoe if you choose and you have permission on private property.

No chipping of shell if you look you can see the grind marks all the way along the edge though.. That last one was hafted and used for chipping wood while making dugout canoes most likely
Don't get me wrong, chipping, grinding, or flaking? I was asserting that that edge was worked for further use. I understand that the indigenous people in your area relied a lot on what was available for everyday use. It is interesting in how they relied on shells for the different tools that made.
