I have showed this to several hunters/collectors that I know and they all said that it was an effigy. Two of the before mentioned people have been collecting for 20+ years.

Then why ask us if you didn't actually want our opinions? I've been collecting for 52 years and I see no evidence of it being altered by man.

Maybe I don't believe the pictures have done it justice. I think it you was to see it in real life you might have a different opinion.

Sorry, I see nothing in pictures that says worked by man, looks like natural rock with water erosion. As far as the other collectors many people let their imagination get the best of them. I have been collecting since 1982
