Reminds me of a wind chime my mother had. It was some type of shell but hers had birds carved in the centers. I thing my dad brought it back from Thailand when he was stationed over there.

Pretty cool what ever it is...

It does not look like shell to me. Rather like a ceramic cast. Still a nice artifact. Just not Native American.
