yes in some ways. The laws was designed to protect archeological sites from destruction. However, there are tons of places one can hunt off the beaten path. In Pa. because of its long history I would think just about any place might cough up a gem or two. My wife was born iN Revloc pa. which was next to Colver Pa. Revloc spelt backwards, both mine owned towns. The yare still there but the boney dumps shops are gone which would be good hunting areas today and easy to find.
