It's called Fractional Currency. Yours is from the Fourth Issue (July 14,1869-Feb.16, 1875). That issue came in denominations of 10C, 15C, 25C and 50C. Your bill should measure 90 X 48mm. It features the bust of Columbia. The bill came in four varieties. The VG-8 values (per the Red Book-retail--2008 edition) range from $55(three varieties) to $300 (one variety). The $300 valued one is unwatermarked with pink silk fibers.
    Don...
PS: Your currency is the only 15C denomination in U. S. government monetary history; something to highlight in the sales pitch should your friend choose to sell.

1863, not 1836. Fractional notes were issued during the Civil War as demand for precious metals and coinage thereof including copper far surpassed the supply.

There are several different issues of the same note that may affect value. I do have a book but it is not handy at the moment.

Here is a site with many Fractional Notes for sale, including the 15 Cent note.
