Hey Hey!

I purchased this from an old bank teller I met on a CRH trip a few years.

I've heard of a "mule note". But I can't figure out what a mule is. I just want to make sure this isn't a mule.

Does the lower serial number increase value?

What is a fair price to ask for the note?

A small-size mule is a note that has a micro plate number on one side and a macro plate number on the other.
Micro numbers measure 0.6mm and macros measure 1mm high.
Several similar bill to yours have appeared on Ebay.
"Reasonable" asking price (in EF-40) is about $125, yet I didn't see any that have actually sold.
For me, the serial number would have to be below 1000 to get my attention in that area.
