I have seen people on youtube and talk and I think they call that a mixed ladder, nice find! Not sure about value, am sure you could get more than 20 from someone!

Ill bet its worth more than face value
Look at ebay, I was surprised what their asking price is , for broken ladder bills
Asking price is one thing, what is worth is another thing
