1999 One Dollar Biill Printing Error?

Can anyone shed some light on this? I can't seem to find any info. The back appears to be double printed?
It belongs to a friend I'll try to get a scan if it's anything interesting. Thanks for looking.

Notice that Washington is facing another direction. This is caused by ink transfer from one bill to another. Perhaps it wasn't dried enough to be run through the cutting machines. I don't know what if any additional value it would have. regards, siegfried schlagrule

Yes, probably an ink transfer, but still seems rare. I haven't seen anything like that before. It's only a buck, hang onto that sucker!

That's what you've got here.I've never seen one outside of a book!
According to "official Blackbook of US paper money":
This occurs when the printing press is started an instant or so before the paper is fed
into the press.Instead of paper,the inked plate makes its impression on the machine
bed.When the paper finally enters,it picks up a "ghost" impression,in addition to
the one its supposed to get.Each sheet after will get this ghost until the ink is gone.
My book shows a $1 from 1974,and gives values as;
dark impression...very fine=&125.00 Unc.=$450.00
light impression...very fine=$125.00 Unc.=$225.00
