I got my my answer from another buddy:

The sign was a Greater Scranton Chamber of Commerce thing; the 'Scranton Plan' actually started in Chinchilla.

That sign was where the Burger King parking lot is now located; the sign on the south side of the highway is Nichol's Village.

Just behind the second billboard on the north side was a kick-ass hoagie place that is long gone.

The wide angle lens has compressed the distances quite a bit; this was taken from the edge of the Pal's fast food restaurant that was later replaced with a Long John Silver's and is now Donut Connection; Sheetz is just south from where this picture was taken.
