In about 1880's the town started up as a iron mining town called scotia

Please note : Town is in or near
State Game Lands 176.
state game lands would not have a shooting range that I'm aware.
So the statement

Today, any evidence that Scotia ever existed is in foundations and a few ruined building that you can explore if you can find them beneath the dense overgrowth. The town’s former site was eventually acquired by the state of Pennsylvania and rebranded as PA State Game Lands #173, home to a gun range, expanses used for hunting, and the occasional amateur prospector with a metal detector searching for relics from a town that once was.

May or May not suggest illegal Activity.

Scotia is a Ghost Town in Pennsylvania, abandoned in the 1920's.

its in Scotia woods around Scotia shooting range...there is a bunch of cement structures and old mining shafts.
there is also a few wagon trails.
a paved what looked like a walkway ? it wasn't wide enough for anything else.
there is also a really old car off of one of the paths that's all rusted and shot full of holes.
REMAINS: Old mining shafts filled with water.
cement ruins and foundations
