I use Microsoft Picture It Photo Premium 9. There is an option under Touch Up, Other Photo Repair, Restore Old Picture. I have used it a few times to repair old photos. Some have come out nice, others no. I bought the program for around $50 and had a coupon to mail in to get $25 back. It might cost less now.

I also have Adobe Photo Shop Elements 6.0. It cost me double, does other types of repairs, so between the two programs some of the pictures come out nice.

I'm sure if one had the funds for Adobe Photoshop full version, then one could really do some miracle work. I believe the price is around $700.

But again, for the $25 Microsoft Picture It isn't too bad. I've repaired rips, holes, faded parts etc.

Adobe Photoshop is probably the best, but then again it is big bucks.
