Please help to identify

So I have just inherited every kind of collection imaginable so I'm starting to post all over. I have several of these old plates and matching porcelain/silver kettles, but this plate is different from the rest. Please help me identify a year? Thanks!

I beilieve it's called blue delp or something like that my mom used to have some pieces similar to this. Im sure if i'm getting the name wrong somebody on here will correct it.

Can you read the word at the top of the mark or the words on the ribbon; above the word England?

Ridgeways at the top and I can see a partial on the ribbon...last 4 letters are "lean"
