help ID / value Japanese porcelain vase

hello, I just found a nice vase at the thrift store. I believe it is a Japanese export with a hand-painted western influence floral design. The marking on the bottom shows characters 'Jiu Wu' (9 5). I could not find much about this piece online, but for $4 I figure it is worth at least that. Any help would be greatly appreciated. thanks, Aaron
