They are just grasping for any idea to create revenue. It gets ridiculous--like the tax on sugary drinks. The sad part is some bureaucrat won't understand it's true ramifications and support it. Hey, Let's bring back the window glass tax or the indoor stairs tax. (The last one is the reason you see so many antebellum homes in the South with staircases running outside.)
