PM's are just old relics, yet the gov's don't want the people to have them?

Saw this today. Why would the gov want to hold the gold if it is so worthless nowadays? I will bet the Indians are too smart to fall for this. Probably would be a hit in the US, that is, if anyone here owned gold bullion (which probably 99%+ of Americans don't own and have never held in their hands- just jewelry).
