It is a tire tube clamp. The bottom is broken off where it clamps on to a table or board, the top has the vertical clamp that holds the patch. It works like a "C" clamp. Most were the "hot patch" type that you lit with a match and it bonded to the tube. Every farm had these to patch tires in trucks and tractors. I allways enjoyed watching my Grand Pa us his. It seems like the brand was "Monkey Patch." Thanks for the post, it brings back good memories!
