Guessing that you must be a railroad fan means to me that it's probably

Hi Mitch. What you have there is a key that is used to remove the cover from a water meter. I was told this by a water dept. employee. He said it was an unreliable system and often difficult to engage the inner mechanism. That's probably why we find them with detectors.:laughing7: I have found two, both near water meters. I've tried to find an example on google with no luck so far.
