It may be a natural concretion. Otherwise, if you think a Native American made it, then it may have been a mortar bowl.

I'd go with the top holder of a fire starter. Its not a concretion.... if it were there would be some sort of banding and the grain of that rock does not indicate any layering. neat find :)
