Unusual conglomerate

Here is a interesting (imho) conglomerate or at least I assume is. I found this in SE Wisconsin near Ice Age Trail. It Appears to be some sort of limestone conglomerate but puzzled on how it formed and stayed intact. I sanded down a section for internal view. I would love to hear thoughts

That has some very nice character and it took a good polish on the sanded side. As to how it formed and stayed intact~ it just happened to be the hardest lucky bit in the glacier that broke it from the original formation.
