How did they did it?

I got this at the rock and fossil show Sunday. I saw this on the table and picked it up and asked the old man how did they get the arrow though the hole? He said I've been wondering that for years now. If you can tell me I'll give it to you. I guessed that they soaked it in water. Then somehow pushed it through the hole. But the wood it pretty hard so I don't know.
