Welcome to the forum as well :) Closer picture would help but as Eric says it does appear to be a jasper/agate like specimen. Hard to tell.

A close up would help. Best with the rock dry and a freshly exposed surface.
Like DD said, jasper/agate seems likely.

Simple, click on the forum you wish to post to for a new thread, you will see a box that says "Post new Thread" in orange at the top of the forum. From there Just fill out the data fields and submit your thread. Cant guarantee anyone will read it *grin* or respond but its the way of things. Welcome to the forum spy.
