Looking at a copy of Port Royal Rediscovered by Robert F Marx (1973) he appears to go into detail about previous projects by Mr. Edwin Link at Port Royal (pages 86 to 89).
He ends the section with the following "Link did two important things that helped me a great deal when I began working on the site: he had all the property record documents published and also, with the assistance of Captain Weems, produced a good chart, which he compiled from old charts of the sunken city and his own explorations on the site."
I hope this puts to bed all the allegations on the other post topic.
