NOAA is definitely the way to go in terms of nautical charts, its what we use in the US Navy. They don't give you current projections and I'm not really sure where to find those for other parts of the Earth. Make sure you update the local notice to mariners for the most recent updates to the charts.

You might also be interested in NOAA's Automated Wreck and Obstruction Information system databases. I'm still in the process of sorting through the California database.
