That report is almost 3 years old. The subject has been discussed here on Tnet already. Now Sub Sea Research is under investigation by the SEC and Brooks is being sued by his investors for fraud.
In my checklist of elements to acquire for even a chance to have a successful project, I'll now add the word "verified" before the word "research".

Unfortunately, a lot of TH 'investor' programs operate on a similar theory to various supposedly charitable 'non profits'.
They dangle the idea of an 'outcome' in front of peoples faces but in reality, the whole operation is nothing more than a guise for the founding party to collect money and hopefully fund their lifestyle working in an interesting field of endeavor. As is often the case with either TH or non-profits, they aren't very good at producing outcomes but people are suckers for buying 'hope'.
At least charities can claim they are 'trying'. With many TH investing schemes, outright fraud is involved.
