but you still wouldn't have a permit. :)

buccaneer - That is like asking how high is up. If you have all your paperwork correctly structured and assembled, correctly filed and have the time to cultivate a friendly relationship with the nice people in Tallahassee it could be done in a few months. If you want to get to work this year, start tomorrow morning early, recruit or hire experienced advisors and hope.

Can one not claim the paperwork is submitted and awaiting approval? Better to beg forgiveness than ask permission
