The Archives of Seville, Spain may have that data, Piratemax. That's where the manifest of The Atocha was found by Mel Fischer's researcher. They are real hard to read, though.

You could spend some productive time with Google.
Like this: Top Spots In The Caribbean To Hunt Pieces-of-eight, Gold Doubloons - tribunedigital-chicagotribune

Or buy this book from Workman's: The Shipwrecks of the British Virgin Islands
Index Search Results | Workman's Books - Specializing in references for Numismatists and Treasure Hunters

Then there are the lists of shipwrecks from this forum: http://www.treasurenet.com/forums/shipwrecks/142141-list-treasure-wrecks.html

and here is the "Recommended Reading List": http://www.treasurenet.com/forums/s...quired-reading-maritime-treasure-salvage.html

Lots of stuff out there...Good luck!!

If a galleon reached destination there is no administrative reasons to be a cargo manifest. The Atocha there was documents because part of the cargo of the Santa Margarita it was recovered.
