Seems like if it was real the dorsal fin would be on his back not his side. But an excellent job. It sure would give you a scare underwater.

I saw them on my last dive, some real nice folks, err fish, err, folks, ahh fish....

Looks like an alien merman to me.

the bottom half is real as are the fins on the head. the maker had no concept of anatomy because the spines dont line up. Seahunter is right.

The bottom part is a real fish on it's side. Looks like they used a real fish, with his mouth wide open, and slid the top half into that. If you look carefully, you can see the outline of the fish's head and open mouth under the "skin"
