Seen them called ginger jars too. Tea caddy often has a smaller top,but... a ginger jar used for ginger might not be so good if metal.
My unprofessional guess would be that it is a ginger jar style tea caddy.

this is a japanese silver tea caddy (may be sterling, but the japanese often used a 950 alloy which is even better). the decoration is hand chased and of quite good quality. probably c. 1900-1920s. i'm sorry i don't read japanese, but the marks may also indicate the maker.

well the top two characters... according to chinese translation is 纯银。which means pure silver in chinese.
