That's a tough one.
OLD for sure.. The hallmarks are worn also, but very discernible.
Most old English sterling has a lion for one of the marks. I don't see one on this.
Hard to say even where it's from. www.925-1000 has an incredible amount of info on hallmarks.
If you search through there I am sure at least some of the marks will be there.

If it's from this side of the pond, it's not a hallmark. It would be a 'pseudo-hallmark' on silver plate. I fancy that the first symbol might be a harp, cynically intended to resemble the hallmark for Dublin which would have a small crown on top of it if it were a genuine assay mark for the city. There's also no purity mark. If it is from over here, I'm not familiar with the maker.
