It has always been my dream to find just one Spanish cob off the treasure coast (where I live very close to) but every time i go out with a metal detector i get nothing ... so i was thinking what if i start snorkeling about 50 feet out. Would there be anything just past the surf if i were to snorkel?

I would guess you are not looking in the right places.
Be carefull you would be breaking the Law by diving in the surf with a Metal Detector.

I went down to the site of chucks steak house ( now a construction site ) every day last week and walked away with a new set of pliers and about 20 rusty nails lol

i wouldn't plan on sending the metal detector with me in the water being that its not water proof
