Two cent Washington stamp help identifying

Going through some of my stamps and I came across this one which I believe is a 10x10 perf rotated press stretched vertical,intaglio Press printing unsure of what type if anyone can give me a hand in confirming what I think it is or correct me and a possible value

On the top stamp, right? Well, I'll need the vertical perf measurements to take a shot, but as it stands the horizontal perfs at top and bottom look to be 10, and a single line watermark. If the sides perf at 10, then you have a US # 425, with a value of .25, but if the vertical sides perf out at 12, then you have a US # 425c, which is so rare that the Scott's catalogue doesn't even venture to give a value, just a dash, which is normal for very rare stamps.

I'm an old geezer, and might be wrong, but that's just how it appears to me. The Washington - Franklin series is a very complex issue and can still give me headaches working on them. Good luck on your stamp!
