Sounds like time to upgrade. There's a lot of good cameras for $100 or so. Get one that is at least 4 megapixels with macro.

Yep, probably toast. I vote with Stoney. But, you can try two things first.
Fully charged batteries or try to get at the board under the lcd with canned compressed air and a straw nozzle. (Hold can perfectly level so that the liquid propellant doesn't get in there.) Dust on the board might cause that condition but I am more inclined to believe that the display is shot. If it's and old cheapie, chuck it and don't look back. ;D
