I picked this up cheap last weekend. I best come up with comparable type of items like it, by searching "Chinese Filigree Figurines". I've had vintage Chinese filigree jewelry made in the same fashion and technique before and those sell very well. Most are made of fine wires of silver and then gilded with gold as this one is. I do believe this is made in the same way with silver wire all fussed together with little fired enameled details. It was pretty cheap at less than three bucks. There are no marks to indicate and metal type or any maker, but I do see a huge of dark silver oxidation leaching through the gilding in some areas, so with that I do feel it is made of some grade of alloyed silver? The base is wood carved to mimic a rock to which the frogs and pond lily plants are mounted on.
