That’s an Italian hallmark, in a style used from 26 October 1944 onwards. The numbers are the maker’s registration and the letters are the place of hallmarking.

If I correctly read the numbers as ‘17’, then this is by Argenteria Varalda Ettore of Corso Fiume, 6 in the town of Vercelli in Northern Italy. The ‘VC’ mark is for Vercelli.

Argenteria Varalda Ettore was first registered on 21st May 1935, but Italian hallmarks don’t include a date. It’s nevertheless not earlier than late 1944 and that style of mark continued to be used until it was replaced as of 30th January 1968 (the company was still in operation then).
