1850's Union Army Bullseye Bridle Rosette?

Went out way north of Denver with a buddy today, where Union soldiers camped during and after the Civil War. Dug a few Henry and Spencer shell casings. Found this after a few hours into the hunt. Looks like it is fire damaged, with most of the lead-lined back burned off. Still has the two hooks. Was told it could be a Bullseye Rosette, he does know his history. Yeah, or nay?

Nice rosette! With the additional design features this looks more like a civilian rosette then an issued piece. All of the bullseyes I have seen were way more plain.. but it might just be a nicer example of an issued piece that is prewar. Being lead filled it is period.. Any other parts of the headstall come out of the ground? What would be great would be a fancy boss to go with it!! ;-)
