I don't know for sure, but I always thought them to be late 19th C.

They are both Lead Tokens, quite common in our area, but very little study done on them & near impossible to attribute to any maker or place. I helping a local book writer with these.

The left has two crossed I's so old English JJ, reverse plain. (circa 17th C)
The right is a fleur-de-lue, reverse similar to union jack design. (possibly 16th C)

If it had a different fittment, I would have said Military Shoulder/Lapel badge, but not seen this attachment before, so no idea, other than Military.
