Old Turn of the Century Sign - ID

I was in an old California ghost town that dates to the 1870's. Found this sign in the area of an old homestead lot that I can see existed on the Platt Map. Any ideas on exactly what this meant in the turn of the century?

Says . . . . "NO PEDDLERS OR GENTS"
