can anybody ID military medal (tuff)

was not silver till i sanded on it, i had to im sorry i was anxious to see what it was. found in a old bottled littered area but about 5 inches deep next to a big boulder. this is the best pic i can get on one side. there is a anchor on the left and a sheild with eagle on top. thats all i know.

try taking photos with the light source coming from a low side angle instead of directly above, it should help bring more details out.
