I was just on here yesterday and I saw that someone bought keys for $3.00 at a yard sale and I just though it was so freaken neat, because I literally just came across all these in the trash!!! So that motivated me to make this:

Probably quoted from the Canadian version of what you have there. Probably similar goals but totally unrelated. But I'll bet the quote could be used word for word for the US program. I have never seen a miniplate id tag from Canada. Friends?? Surely there are some out there.

BigCyprusHunter has a catalogue with offer to make these, originally with your address on them (bad idea) and later with a service mail info. (better idea). Sure worth the effort to return a lost set of keys. Perhaps your batch should be "dropped in any mail box. Postage Guaranteed". Naaaw.
